The United Nations has warned that progress towards meeting the Sustainable Development Goals for women and girls is “unacceptably slow,” and has called for better data as well as a special focus on unpaid care work and ending violence against women to drive change.
The monitoring report from UN Women, “Turning Promises into Action,” released Wednesday, assesses progress towards the 2030 Sustainable Development Agenda, specifically looking at efforts to achieve gender equality — a prominent and cross-cutting issue across all 17 goals, the report states, as well as a standalone goal in itself.
“Progress for women and girls remains unacceptably slow,” UN Women Executive Director Phumzile Mlambo-Ngcuka said in the report, adding that this “new data and analysis underlines that, unless progress on gender equality is significantly accelerated, the global community will not be able to keep its promise.”
While there has been some progress in recent years, the report concludes that the focus on women and girls provided by the SDGs is yet to turn into practice in most countries. For example, 15 million primary school-aged girls are out of school globally, compared to about 10 million boys; women hold only 24 percent of parliamentary seats; the gender pay gap stands at 23 percent; and gender-based violence is still a “global pandemic,” the report states.
It shines a light on huge disparities in the opportunities offered to women and girls living in the same countries. In India, for example, a woman aged 20–24 from a poor, rural household is 21.8 times less likely to have attended school, and 5 times more likely to have married before the age of 18, compared with a woman of the same age from a rich, urban household. Such disparities in education and opportunities also persist in developed nations, the report finds.
Furthermore, new and re-emerging challenges, such as conservative attitudes towards women’s sexual and reproductive health and rights, as well as climate change and environmental degradation, which are undermining “the livelihoods of millions,” are putting increasing pressure on women’s opportunities, the report warns.
It points to a number of key challenges holding back progress and concludes that “making every woman and girl count will require a revolution not only in gender data but also in policies, programming and accountability,” and offers recommendations to help member countries translate positive rhetoric about equality into practice.
Better data, statistics, and analysis on gender can be used to hold governments, companies, and other stakeholders accountable for their commitments to gender equality, UN Women advises. Additional financing and policies are also needed, it says.
Katja Iversen, head of Women Deliver, said the report contained “stronger messages, findings, and recommendations than we normally hear from a U.N. agency,” which she said is “very appropriate at a time when conservative winds are blowing” and threatening women’s health and rights.
She also commended the report for promoting an “integrated approach — looking at the whole girl and the whole woman and how the different dimensions of the SDGs are deeply intertwined with women’s well-being.”
“The evidence is clear: If we want to solve the world’s biggest problems, we need to break down the silos and work together across issues, sectors, and geographies — with women at the center,” she added.
Despite increasing attention to gender statistics in recent decades, effectively tracking and monitoring progress against the global goals is challenging in many countries for a number of reasons, including “uneven coverage” of gender indicators across the targets.
For example, UN Women finds that only 10 out of 54 gender-specific indicators are collected with enough regularity to be classified as Tier 1 by the Inter-Agency and Expert Group, which means they can be monitored in a reliable way at the global level. For another 24 gender indicators, “coverage is patchy and insufficient to allow global monitoring,” the report states, while 17 indicators are still being developed.
The report also points to a lack of internationally-agreed standards around how the data is collected as another fundamental challenge to effective monitoring.
Tanvi Jaluka, program coordinator for gender and development at the Center for Global Development, said the report was right to focus on the need for more and better data to monitor the SDG’s progress on women and girls.
“Holes in gender data exist because methodologies are not clear or because data standards are not actively being practiced by countries,” she said.
New areas of focus
Ensuring gender-equitable access to financial services is another major priority highlighted in the UN Women report, and one which Jaluka said currently receives too little attention.
“Unfortunately, a lot of attention is paid to the creation of jobs in the private sector and not to reducing the gender gap in financial services,” she said, adding that “countries should work with financial institutions to invest in and test innovative financial products, as well as deliver products that are specifically targeted toward women.”
“Taking these steps will promote productive labor activities, small and medium enterprise business growth, and savings and investment,” the CGD expert added.
The report also makes specific recommendations for change around unpaid care work which experts say is one of the key reasons why women, as the default providers of care, are less likely to have quality jobs, attend school, participate in political life, and become financially independent.
In South Africa, for example, providing free and universal child care for children aged 0 to 5 would “at least in part” pay for itself, the report suggests, by creating between 2.3 million new jobs and bringing 10 percent more women into the workforce. The associated tax and social security revenue from these new jobs would cover more than a third of the costs of investing in free early childhood education and care, it says.
The report also takes an indepth look at the issue of violence against women and girls, noting that despite the prevalence of violence against women inflicted by an intimate partner, there are still no laws to protect victims from such abuse in 49 countries. It offers a range of recommendations, including pushing countries to adopt and implement comprehensive legislation, and overhauling services for victims in order to reach the most marginalized.

Older job seekers don't need data to tell them that it's a rough market out there, where businesses with increasingly short-run investment horizons favor lower costs over experience.
But if hard evidence can help them fight discrimination through the justice system, here’s some.
A report published by the Federal Reserve Bank of San Francisco found discernible and systematic patterns of age discrimination, particularly for women.
"We report on new evidence from a field experiment testing for discrimination in hiring against older workers near retirement age," said David Newmark, a professor at the University of California at Irvine and a visiting scholar at the San Francisco Fed. "The evidence points to such discrimination, particularly against older women."
Just how did the authors conduct this experiment? By sending simulated, plausible résumés to all kinds of positions around the country in what they say is the largest experiment of its kind.
"We specifically crafted variations on résumés that older workers actually present," the authors said. "We leveraged technology to conduct our study on a massive scale … sending triplets of otherwise identical young, middle-aged, and older fictitious applications to over 13,000 positions in 12 cities spread across 11 states, totaling more than 40,000 applicants — by far the largest scale audit or correspondence study to date."
The authors find the trend disturbing not just for its direct harm to the people involved but because of the extra strain placed on the Social Security system from workers forced to retire prematurely. And it gets worse with age.
"While both middle-aged and older applicants experience discrimination relative to younger applicants, older applicants—those near the age of retirement—experience more age discrimination," the authors said. This works directly against some conservative proposals for cutting Social Security, which would like to see the retirement age raised from 65.
"One major reform goal is to create stronger incentives for older individuals to stay in the workforce longer," the authors wrote.

Working on the lake gives women independence in a country where women are often destined to a life of servitude and denied the access to education, health and jobs.
Batuli Bhujel weaves deftly through the colourful wooden boats and paddles into the shore of Phewa Lake in west Nepal, stepping lightly out of her boat and steadying it as she helps her young passengers off.
For years, Bhujel has paddled tourists out at dawn to be rewarded with majestic views of the snow-capped Himalayas reflected in the glassy waters.
But the 60-year-old wonders whether she will be able to do this work much longer.
"Quite often my whole body hurts, so I just rest for a day or two. If I had other sources of income, I would not have done this job," she said, tugging the boat onto firm ground.
Bhujel is one of only about 30 women among 250 men who row boats commercially on Phewa Lake, the leading attraction in Pokhara, a resort town 150 km (90 miles) northwest of the Nepali capital Kathmandu.
Working on the lake gives women like Bhujel some independence in a country where women are often destined to a life of servitude to their in-laws as well as denied the same access as men to education, health and jobs.
Parents, particularly in rural areas, often see no benefit in educating their daughters since they leave home to live with their husbands and in-laws after marriage.
Although school attendance numbers in Nepal are improving, only 66 percent of girls attend secondary school compared with 74 percent of boys, the U.N. children's agency UNICEF says.
Like many others on the lake, Laxmi Nepali has never stepped inside a classroom.
Married at the age of 15, she is among almost 40 percent of girls in Nepal who are wed before their 18th birthday even though the legal age for marriage in the country is 20.
After giving birth to her son at the age of 18, Nepali's husband abandoned her. Shortly after, her parents took in their grandson but disowned their daughter.
"Deep inside I'm heartbroken, but I don't feel anything," said Nepali, whose second marriage also ended, leaving her to bring up a 10-year-old daughter alone.
The Phewa Boat Association, in charge of boat hire on Phewa Lake and nearby Begnas Lake, allows anyone over 16 to row their boats with no training, and offers equal pay to women and men.
Even though the association treats male and female workers as equals, women sometimes face discrimination from their colleagues and passengers.
Passengers - Nepali men, in particular - sometimes refuse to get in a woman's boat.
"The first thing they do is look at my face, and some get annoyed and go to another boat, saying they don't want to go with an old woman like me," said Bhujel. "It feels bad when people say nasty things but what can you do?"
Nepali, who said she used to be "badmouthed" and verbally abused over her job, recalled a group of boys who at first refused to allow a woman to row them across the lake.
They eventually hired her, persuaded by others who advised, "by appearance she looks like a woman, but she is like a man".
In 2015, she competed against male rowers in a boat race on Begnas Lake and came second, winning 3,000 rupees ($28) in prize money, about six times her daily earnings.
"I was given a lot of respect, even here," said Nepali, who eschews the traditional saris or tunics and trousers that other women wear for Western clothes.
Unlike the other women on Phewa Lake who only row small boats seating up to six people, Nepali operates the larger twin-hulled boats, earning fractionally more than the others.
The average fee paid by tourists for an hour on a boat is 500 rupees ($5) with the skipper getting just 100 rupees.
Boatwomen hope to earn around 500 rupees a day, plus tips, but sometimes they leave empty-handed.
When business is quiet, Bhujel, Nepali and the others may only get a turn every two or three days.
Foreign tourists tend to be the meanest tippers, Bhujel said.
"If they speak Nepali, we tell them we can't even get a cup of tea with 10 or 20 rupees but foreigners don't understand us. We don't understand them, so whatever little they give, we just accept it," she said.
To boost their earnings, especially after the devastating earthquake in 2015 led to a drop in tourist numbers, many of the boatwomen seek casual work elsewhere including on construction sites, breaking and carrying stones.
"I feel I have become like a man and even my heart has become like that of a man," said Nepali, stabbing the lake with her oar.
She sees education as the way out of poverty for her daughter, but it is a constant battle to make ends meet.
State schools are free for all children but parents still need to find money for uniforms and stationery. Sometimes they are forced to pay annual admission and exam fees.
"I don't have any dreams for myself but I have dreams for my daughter, to provide her with an education so that she does well," Nepali said.
"My wish is that people look at her and say, no matter how I am, I have raised my daughter well."
